Dual-port-charger ICs control and decide how much power is needed on the respective port depending on the system connected to the port.
There is shared information between the two USB-C ports, that allows them to cooperate with one another to know how much power to advertise. As long as one port is attached and one port is empty, the attached port will offer full power. But when a second sink is attached to the second port, then the first port will reduce by half how much power it's advertising to the sink. And then both ports will advertise half the power or balance the power depending on the connected system.

Secure Firmware Update solution integrated into Infineon’s USB charger ICs allows the update of devices via a built-in feature set. Updating your product with new firmware versions, adding new features, and correcting potential issues. The update process is securely controlled and monitored to prevent unauthorized updates and access to confidential on-device data.

- Firmware (FW) Authentication uses RoTPK

USB-C doesn't have to have USB power deliver with it. But what USB power delivery allows you to increase the amount of power. So with USB 2.0 and 3.1, you can get 500 milliamps to 900 milliamps. BC 1.2 allows you to get to 1.5 amps. There are some proprietary techniques that can go higher power. With the move to Type-C, you can do the same as BC 1.2 with 1.5 amps, but then you can go all the way up to 15 watts, which doubles the amount of power from USB before. But that's as far as you can go with just Type-C.
Using USB power delivery, you can get up to 100 watts, because you can increase the voltage, first of all, up to 20 volts. And you can increase the current up to 5 amps.
